If this entry is set to 1, the DRS stores the maximal current error state during a
network interruption between the systems. This system, which had the higher error state
during the interruption, becomes passive. If the MaxOffline error state of both systems is
the same, the current error state will be compared. If these equal, the system becomes
active, which was already the active one before the interruption.
