How to get rid of a Microsoft Windows 10 Bug which causes problem at WinCC OA 3.16 startup?

On Windows 10 an outdated Microsoft library may prevent WinCC OA 3.16 from starting up properly.

The library is the Windows 10 Universal C Runtime.
It is delivered by Microsoft and is required by Windows 10 targeted applications to be able to run on earlier versions of Windows.
The bug is present in the 10.0.10240 version, and was corrected in 10.0.10586.

Please check the version of %windir%\System32\ucrtbase.dll.

In the downloaded .zip there is a readme with further instructions on selecting the right patch file for different platforms.
