When does a UI need a "para" license?

A license file ( shield ) will typically contain a license count for a number of UI's and it could also contain a number of 'PARA' licenses.
Every UI which is started needs a license of type "ui".
If the UI is started with the option -extend, -m gedi or -m para also a "para" license is needed.
