Inconsistent behavior of modules opened from vision main module

Dear all,

we found a strange behavior of modules opened from main module in case of changing the logged on user during Vision ui is running. If the user logs on directly from start of the UI the behavior of the opened module is as expected. They open an stay in front of the main base panel until they're closed. Even a click into the base panel let the opened modules stay on top. If another user(or even the same again) logs on without closing the UI the behavior of the modules changes: now a click on the base panel causes that the modules will be sent into background behind the base panel. The issue is that the project runs in full screen and that the modules even couldn't be brought on top by moduleRaise(). So the user has to minimize the base panel to reach the modules in the back. If the user doesn't recognize, that the module is already opened in the background he will try to open it again and again and nothing happens. :ohmy:

We found the same behavior on different WinCC OA Version even on 3.16 Patch 3.

Has anybody a solution or even an explanation why this is like it is?
