When editing a panel in the gedi, is there any shortcut to manually open a drag selection box?
If there is a a background object covering most of the panel then the normal selection box does not appear when dragging the mouse. Instead the background object is dragged across the screen. This makes object arrangement slower.
A manual shortcut would make this much easier, e.g hold down alt to get the drag box regardless of what the background is.

no, there isn't.
What you could do as a workaround:
set your background object to invisible and make sure to uncheck the gedi option "Show Invisible Shapes".
Or draw the background object on layer 1 and all others on layers > 1 and hide layer 1.
Or dont' use a background object at all but instead define a panel background image
