We are running WinCC OA 3.21 with the Communication Center (CC) module configured for SMS-based alarm notification via a Teltonika RUT906 GSM modem. SMS delivery is confirmed working — manual test sends from the Device Types panel succeed, and cyclic dataset notifications are received correctly. However, no SMS is dispatched and no entry appears in the CC message queue when an alarm matching the configured alert group filter is triggered. The issue is isolated to the alarm-to-CC dispatch path.

Active CTRL managers: ccControl.ctl, sms.ctl

CC Configuration:

Domain: Test (State: Used, Mode: Static list)
Alert group: cc_Test (filter: Valve.alert.controlFuse)
Device type: SMS (GSM) — active, green status confirmed
Assigned user: Jay
Calling list: Test(contains user Jay)
Fallback person: Test

Steps to Reproduce:

Confirm cyclic dataset SMS works (baseline check — passes).
Force an alarm on a DP matching the alert group filter (Valve.alert.controlFuse).
Observe CC message queue — no entry is created and no SMS is sent.

Expected Result: An SMS notification is dispatched to the assigned user upon alarm trigger.
Actual Result: No SMS is sent. The CC message queue remains empty. No errors are shown in the UI.

Since manual SMS and cyclic dataset notifications work correctly, the modem, device, user, and calling list setup is confirmed functional. The fault is specific to alarm-triggered dispatch. Logs and configuration exports can be provided on request.
