If you have changed a CTRL library and you want to use the new version you have to restart only the process which is using the library.
There is no need to restart the complete project.

I have discovered than I can have my UI reload a changed library by running it with the option -extend to get the menu entries, then select Panel->Close, followed by Panel->Open which opens a file selector from which I can select the panel that I want to start with.
At the panel open command the UI automatically detects libraries that have new versions and reloads them, issuing a message like this in the log viewer:
WCCOAui (56), 2018.01.25 17:37:40.329, CTRL, INFO, 85, Reloading library, C:\\Users\\kr\\BmsProjectManager\\Standard\\scripts\\libs\\bmsRefPnl.ctl, 2
I find that very useful since I don't always use the GEDI for editing my libraries.

Please note that to start a UI with the option -extend, a free PARA-license is needed.
Furthermore starting a UI with -extend and activated menuBar is not a common use on a production system

Mr. Kerkeni's comments are legitimate.

My previous post exclusively describes the way that I work doing project development in the office where I often need to make changes to my libraries and want a quick way to test them.
I definitely don't do that in a productive system.
