System B have a license of 10000 I/O and distributed manager,
System C have a license of 10000 I/O and distributed manager,

System A want to acquire data from system B and system C by distributed manager.

system B only have 5000 I/O in use.

Hello,

counting the I/O is only made on the local system by the drivers.
For acquiring data from a remote system using a distributed system you do not need additional I/Os at your license.

Hello,to count the IOs we've a small but nice Lab Idea in our LAb Section of the portal. I'm not sure, but maybe it could help you a little out. :)
