Text truncation with Elipsis Mode

Hello everyone.
Quite recently, an Ellipsis Mode parameter for primitive texts was introduced with a possibility of truncating the string (with "...") if it doesn't fit into given shape.

Is that possible to determine if the truncation happened?
We want to put an entire text into tooltip if it's big enough to get truncated by the system (Elipsis Mode).
