WinCCOA Emergency Mode

SCADA went on emergency mode, virtual memory and RAM capacity ok, logs attached
RDB Manager on duty server cannot start, picture of log attached

If the system is going into to the emergency mode you should see in the PVSS_II.log file what the cause was (disk space, memory).
In your posting I could not see any attachment.
