The starting order described in the documenation is correct as it refers to a server project.
A user interface is normally not part of the server project in a real application, e.g. if the server project as a service the UI cannot be started as no user is logged on when the project startup is made.
The control manager listed before the redundancy manager is the manager using the pvss_scripts.lst script list.
You cannot ensure that the drivers have received current data before the ctrl managers are started and initialized if the drivers need longer to establish the connection to all peripheral devices than the ctrl managers need to start.
Therefore starting the drivers before the CTRL managers is not really necessary.
The proxy manager is only used for inbound connections from a different host then the own. In standard configuration it is started after the Event Manager to allow connection to the server when the core processes are started.

This is the newest patch for WinCC OA 3.14.
Can you reproduce the behaviour?
If this is possible please describe what alert is changed in which way to get the described behaviour.
