Desktop UI web install failed Win10

Tried to install Desktop UI via web browser and received error regarding downloading cache.

Hello,

Maybe .Net 4.6.1 or higher is not installed on your system and no internet connection is available. If this is the case either install .Net manually beforehand or make sure to have an internet connection available.

Also make sure the digital signature is valid of the Desktop UI setup file and that it can get admin rights during the installation.

Thank you. We do not have internet at this site. and it appears that .net 4.6.1 is not installed.
This is a Siemens HMI Panel PC. I will try to download and install .net 4.6.1+
