One of my colleague installed the latest Windows 10 Update. After a reboot some WinCC OA projects do not start anymore or some of these projects cannot be started concurrently with others.
We are currently using a special WinCC OA version from ETM and we did not checked it with WinCC OA 3.15 patch 4 (which we cannot use at the moment).
Do anyone has the same problem?

as already communicated WinCC_OA 3.15 P004 is running fine within the changes by Microsoft (Windows 10 Creators Update; 1703) .
In your case the described "workarounds" would help:
-- start WinCC OA as service
-- start "pmon" via commandline
\\WinCC_OA\\3.15\\bin>WCCILpmon.exe -proj
--> the project will start up and also in the console the "managers/processes" will be shown correctly.
