No. "Trend Ruler Values" is a hard-coded popup-window and it is a trend-feature.
It has especially been designed for conveniently viewing of values at specific time.

Hello.
Later this year we plan to introduce new trend features in 3.15.
The now hardcoded popup will then be replaced with a customizable panel.
The panel will still be openend, but you will be able to e.g. minimize it, make it transparent, or what suits your use case best.
