Text field always on top

WinCC OA 3.14 P10

The textfield element stays always on top of other elements. Even if it's layer = 1 and other element's layers are = 8, the textfield is always displayed on top of them.
Is this by design?

A complex graphical object (widgets like a button, textfield, trend, ...) is always in front of simple graphical objects (like a line, rectangle, ....).
