We would like to extend functionality of panel "panels/vision/ud_users.pnl". This panel is encrypted. We found following description in help.

Encryption of Panels
By encryption of panels is achieved that it can not be opened/changed by the user in the GEDI anymore. An encrypted panel may be opened then only in VISION.
Unlike when encrypting scripts, during a panel encryption not a copy of the original file is created, which is then encrypted, but the original panel is encrypted and an unencrypted backup file of the panel (.bak) is stored in the same directory. Thereby, the integrator has the copy of the original panel to make any subsequent changed, and can pass the encrypted original panel to the end user.
bak panel for ud_users.pnl is not available (version 3.15/3.14).

the panel is only available as an encrytped panel in the WinCC OA installation.
We cannot give you the panel in an editable format without clarifying some details. Please get in contact with the persons in your company which are responisble for the WinCC OA contracts with ETM and/or Siemens. They can then get in contact with their WinCC OA sales contact.
The hint in the online help is only valid if you are encrypting panels on your own. The unencrypted panel is saved as bak file when encrypting a panel.

You can also obtain the panel from an older version of OA (3.10). You can atleast us the older version for inspiration

Encrypting the panel in the WinCC OA version was made on purpose to protect it against changes and to protect know how/intellectual property.
If a panel from an old version is used there is no guarantee that the code is the same and that it is compatible to a newer WinCC OA version.

I understand what you say. But please keep in mind:
1) We all know and appreciate that WinCC OA is a pretty stable 'platform' where you can still open panels and scripts from earlier versions. Yes, you should be care full when doing this. But in general, looking into older/other panels will teach you the internals of WinCC OA and will help you to come to a good solution
2) I understand that encryption is sometimes done and needed for know-how-protection and we do the same. But bear in mind that the openness of WinCC Oa has always been one of its strong features. if you say that the login panel and its functions have been encrypted for (cyber) security reasons, then I'd understand. Know-how-protection, in contrast to the openness and beauty of OA, is the wrong reason
