Multiplexing proxy Fatal Error

When upgrading v.3.12 from 0 patch to 31 I had this error when starting one of the projects.

WCCILproxy (1), 2017.02.21 15:59:28.982, SYS, FATAL, 197, Endpoint could be not created.

What is the problem could it be?

This log message is written when the proxy manager cannot open the port.
Can you please check if the port (default port is 5678) is already in use.
