Switched to a new computer. Had windows 7 pro changed to windows 10 pro. Removed HDD from previous PC with WinCC OA project and installed on new PC Now the RDB archive will not load. Checked path from other computer and it matches. Checked actual path in pc leads to exactly what I want. warning states Specified module could not be found. Could not open OCCI function loading error then gives me the C:/path "create environment". Fatal OCCI loading error check the oracle client version and the config entry "oracle Client Version"!, C:/path.

Yes it is a client running oracle instant client 12.1.0.2.0

Unfortunately ETM does not support the instant client.
I assume that you have added the path of the instant client to your path variable... right?
Did you already reboot the machine? Some times i have seen similar problems after installing the Oracle client, it worked after the first reboot (maybe it is related to the changed path variable, don't know...)
Can you post the error messages from the OA log?

I have rebooted the machine, with no change.

maybe you do not have vc12 libs/support from Oracle - because you are using the instant client.
check if you have in your oracle directory a directory "OracleClient\\OCI\\MSVC\\VC12" and a lib oraocci12.dll in the dir OCI\\MSVC\\VC12\\lib (this is also stated somewhere in the wincc oa help).
anyway, if you wanna get support from etm, you should install the full oracle client (as i already mentioned, the instant client is not supported).

Thank you very much this fixed the problem. I was not here yesterday but the guys working on it said the had used the last thread to find the fix. It was definitely in the oracle client. We had copy and pasted all the oracle files into to the new PC. This included an install.exe but it would just say it was installed successfully when ran from CMD. When they return next week I will have them describe exactly what fixed the issue incase others have the same issue.
