OA will probably run on any Windows version because it doesn't use any Windows ActiveX,s, COM objects or other Microsoft stuff.
It install everything it needs.

However, bear in mind that ETM will probably not have tested and may have difficulties supporting you with this configuration.

I'd say that you do not have to re-compile your DLL's. Your API manager, like the rest of OA, will not rely on any DLL's in Windows

Hello,

if you want to use WinCC OA in a productive environment please use one of the operating systems which are officially supported for the WinCC OA version you are using.
In case of WinCC OA 3.11 the officially supported Windows operating systems are:
Windows 8 Enterprise
Windows 7 Ultimate/Enterprise/Professional SP1
Windows XP SP3
Windows 2008 Server R2 (64-bit) with SP1

For detailed information please have a look at the WinCC OA help.

To keep an officially support WinCC OA and OS combination with Windows Server 2012 R2, you can upgrade the WinCC OA version to 3.14 or 3.13.
For a new WinCC OA version your API managers need to be recompiled.
