I don't see the link on ETM portal.

Hello,
in the ETM Portal only those versions are available for the download which are covered by the mainline support. The official support for WinCC OA 3.10 ended in December 2014.
If you have questions concerning older version please get in contact with your common WinCC OA support or the ETM sales department.
