OpenSuse 13.1 will be a long-term support version of OpenSuse (Evergreen version, as they call it). This is of course an ideal platform for WinCC OA users because of the extended support lifetime. RHEL 6 (and CentOS6) are also supported until 2020, but these are already quiet old distro's in terms of python, gcc, etc.
Will ETM make sure that 3.12 and coming WinCC OA versions are supported on OpenSuse 13.1?

it is not defined right now which platforms will be supported with the next release of WinCC OA.
The decision will be made in summer 2014.
WinCC OA 3.12 supports openSUSE 12.3.
It is not planned right now to extend the range of supported operating systems for WinCC OA 3.12.
