Community library?

I would like to know how many people are interested in an unofficial, but community supported library. Everbody can submit new features and bugfixes.
The features in this library should be usable by a majority of the users, in other words they should not be specific for a single branch.
The library could be almost everything for example: engineering, version control and test tools. But also examples like an alert row and control extensions.

I just post a new thread in the "How to" section. I call it "a kind of MSDN for WinCC OA" but it's the same thing as what you call "community library" in this thread.

I would suggest to first establish a set of rules.
What language (english), what styleguide, what type of comments. Can anyone modify any library ?
Please note that the Lab section has been around for several years and not too many people have posted information.....
