Restrictions of ULC-UX are :
The usage of 2 finger swipe gestures is not supported by the ULC UX on GNOME systems.
but it doesn't work too on Windows.
The wheel of mouse is correctly supported but it has slow latency

In our internal database I found the information that "2 finger swipe" works on Windows and in a KDE desktop environment.
Which WinCC OA version and device are you using?

i'm using WinCC OA 3.18 P004
Please take care that the issue is only with ULC UX environment.
I'm using Google Chrome as web browser but it seems that's similar with Edge (on Windows platform)
There's also a low latency using mouse wheel.
The typical use case is with a panel that is higher than the screen (portrait orientation) and this panel is shown in the main embedded module of the WinCC OA template.
