Multiplexing proxy Problem

Hi,
sometimes my multiplexing proxy does not getstarted and it starts after restarting pc..it works properly..I get below error..Can anyone help me for below?

Possibly the port which is used by the proxy manager is already in use by another process and therefore it cannot be opened.
With the "net stat" command you can check which ports are in use.
