WinCC OA (3.17) offers 3 possibilties to store historical data:
-- Standard archiving (RAIMA for alerts, HDB for values)
-- RDB archiving for Oracle databases (alerts & values)
-- NGA (currently only for Influx databases, alerts & values)

For details please have a look at the WinCC OA Documentation.

Which option you have to choose depends most of the time on project requirements and can also be a fact of costs, e.g. Oracle needs an Oracle license.
