UTF-8-encoded WARNING

WARNING, 196, Illegal byte (0xB9) in UTF-8-encoded string, Codepoint::fromUtf8
As above, the message occurs repeatedly. How can I solve it?~

Solved.
I am using WINDOW 10.
I checked Control Panel -> Language Settings -> Use UTF-8
