Can anybody point me from where can I download WinCC OA for Windows 10?

If you have the permissions you can download WinCC OA in the "Download" section in the WinCC OA Portal.
According to your user settings you do not have the required permissions.
Please get in contact with your common WinCC OA sales contact to clarify if you can get access to the "Download" section.
