Despite parameter -iconBar -menubar, WinCC Menu is displayed and the Windows frame
What is the problem ?

You have defined the parameters for a CTRL manager but they can only be used for a UI.
If want to disable the menu- and iconbar you can do this with config entries for the UI: nvIconBarOn, nvMenuBarOn
