WinCC OA 3.16 supports new SCADA Export tool for TIA portal 15.1
Is it planned to implement the feature in WinCC previous versions, like 3.15? if yes, then when is it planned?

The TIA 15.1 support by WinCC OA 3.15 is planned for the next patch.
It is planned to release the patch Mid of May 2019.
