Can you please describe more accurate what the questions are.
What is a license server in that case?
Which operating systems are you using and are you using virtual machines?

Sorry but I forget to add a premise: we are writing the specifications about this project and customer want to add in SCADA architecture also license server; we are not able to decide if is better a "License server" or "Dongle server" solution for WinCCOA licensing product purpose.
However I suppose the different solutios as following:
License server could be a phisyc machine (no VM) with Windows operating system (version will defined later).
Dongle server could be a SEH USB dongles mentioned in your Knowledge base.
Have you some suggestions or documnetation for both solutions?
Which solution for you is more reliable for costumer (security is a mandatory topic in our project).

In WinCC OA you can use the following possibilities for the licenses. A license is always the combination of a hardware code and a shield.txt file (license file):
-- Hardware based licensing
The hardware code is read from the hardware.
On the machine for the WinCC OA server project only the license file is installed.
-- Dongle based license
The hardware code is read from a Wibu Key dongle.
On the machine for the WinCC OA server project the dongle and the license file is installed
-- SEH dongle server
The hardware information is provided by the dongle server.
On the machine for the WinCC OA server project the license file is installed.
