Time synchronization in IEC 104

Hello!
I have two physical servers. On one server WINCC OA is master IEC 60870 104. On the other WinCC OA is slave IEC 60870 104.
Can I use 103 command to synchronize windows system time? Or does this command synchronize time only at the application level?

How to properly configure time synchronization in WINCC OA using command 103 in IEC 60870 104?

The 103 command cannot be used to set the time in the operating system.
If you want to make a time synchronization on operating system level you have to use tools provided by the operating system or some 3rd party tools.
