S7 1500 TimeZone Settings not working

Hello,
I am using TIA Portal V15, WinCCOa V3.16 and S7-1500 plc V2.1.
Step1: In TIA, I am assigning timezone under Time Of Day=>Local Time. When I compile the TIA project and download to device, the timezone correctly reflects to device. (I can verify it on device's screen.)
Step2: Now, I create one tag in TIA say 'prop17', under Data_Block with DataType 'Date_And_Time'.Again I compile it and download to device.
Step3: When I establish connection between WinCCOa and Device, I can see the values in WinCCOa reflecting for the above mentioned tag 'prop17'. (DataType for Value in WinCCOa is time.)
But the Date-Time value I see in WinCCOa has +5:30 offset added to it.
I have tried setting different timezones in TIA. It reflects on Device's screen but the +5:30 offset is always there in WinCCOa. It looks like timezone value is not affecting anything.
Am I something missing in the configuration or it is some issue with S7Plus Driver?
