EWO DLL problem

Dear all,
we in work are facing with a problem which is were to place the dll (external sdk for video control) for the ewo module. We have placed the corresponding dll-s into a folder on our disk and have set the path (system enviroments) to this path so that the dll-s are visible. However, as we found out this procedure was not successful and when EWO starts in our scada project (wincc oa 3.14 winx64) the ewo cannot see the dll-s and we got the following error message:
WCCOAui (1), 2018.11.30 23:41:06.811, SYS, WARNING, 133, Could not load shared library E:\\ConductPlus\\PVSS\\cp_liantang\\bin\\widgets/cctvEwo.ewo, The specified module could not be found.
WCCOAui (1), 2018.11.30 23:41:06.811, SYS, WARNING, 36/uim, The EWO "E:\\ConductPlus\\PVSS\\cp_liantang\\bin\\widgets/cctvEwo.ewo" is version "1", but we can only load version "4"
In the second step we have put the dll-s into the wincc oa installation folder into the subfolder "bin\\" and after this step ewo was able to use the dll-s.
The question i have is that it is necessary to setup something more then the enviroment path in windows to see the dll-s or also something inside the wincc oa ?
