I have tested it again using WinCC OA 3.14 and also with this version I cannot see a long timespan for the query if no result is returned.
If you need further assistance please get in contact with your common WinCC OA support.

The TIA 15.1 support by WinCC OA 3.15 is planned for the next patch.
It is planned to release the patch Mid of May 2019.

When using ULC UX you cannot start applications at the client machine where the ULC UX is displayed. Also it is not possible to access files located on the client machine.
It is prohibited due to security reasons.

I have tested with WinCC OA 3.16 and executing the same query (with a different DPT as filter) takes only a few or 0 milli seconds and an empty result is returned. If the 3rd party application has TCP server socket you can use the tcp* CTRL functions to send data to this socket.

There is no number available which counts the alerts and is increased if a new alert occurs. The count parameter only counts the alerts for the same dp element for a pair of alert instances. JSON is not a protocol, it is just a type of formatting data.

An alarm in WinCC OA is unique by its DP element ID, the time for the alert and the count parameter.
Can you please describe in detail what you want to use the unique index for.
