It looks like the hostnames defined for the redundant servers are not known at the client.
Can you please check if you have defined the IP addresses and hostnames for the redundant servers in the "hosts" file of the operating system on the client PC.

Hi ETM,
I am trying to connect Desktop UI with new and different project running on server, from desktop UI I get an error message " Connection time out ".
We assuming this error is caused by shield file and one of the required licence is not there. Please see attached shield file. If shield file is not the issue then will you be kind enough to guide me to resolve this issue plz.

If the connection is closed because of license issues you will get a log message which describes the license problem.
A timeout never appears when the license is the problem.

Please have a look at the PVSS_II.log file for the server and the client to get more information why starting the UI is not possible.

An explanation for the license keywords you can find in the WinCC OA Documentation.
As far as I know you do not need a webclient license if you want to start a Desktop-UI.
